Why don't airlines put some seats in the cargo bay to sell to passengers?

I have no doubt that if the airlines could get away with that, that they would sell every seat. I wouldn't be surprised if airlines already tried doing that. I'd say there are issues such as evacuating the airplane in an emergency, how to separate cargo and passenger sections, etc.
